In an effort to reshape investment promotion approaches and strengthen competitiveness amid the profound restructuring of global supply chains, on August 28, 2026, the People’s Committee of Phu Tho Province, in coordination with the Investment Promotion and Business Support Center, successfully organized the Conference on Enhancing Capacity for New-Generation FDI Investment Promotion.

The conference was attended by representatives of provincial departments and agencies, as well as officials in charge of investment promotion at communes and wards across the province. During the second thematic session, Mr. Nguyen Quang Vinh – Specialist at the Foreign Investment Agency, Ministry of Finance, highlighted important new developments under Resolution No. 10-NQ/TW, issued by the Politburo on June 8, 2026, on enhancing the effectiveness of investment promotion.

One of the most compelling practical lessons discussed was the experience of a locality that successfully attracted Meco, a large multinational corporation. Meco’s investment not only generated significant direct investment value but, more importantly, created a powerful multiplier effect by attracting a network of Tier 1 and Tier 2 suppliers.

This demonstrates how successfully attracting a major “anchor investor” can serve as a catalyst for the development of an entire industrial ecosystem, creating new opportunities for investment and sustainable economic growth across the region.

At the third thematic session, Mr. Pham Ngoc Long – Deputy General Director of Ernst & Young Vietnam (EY), raised two strategic questions for local authorities and industrial infrastructure developers:
