Phu Son Industrial Park Granted Environmental Permit, Strengthening Its Foundation for Sustainable Industrial Development Legal Basis and Environmental Management Classification

On August 22, 2026, the Ministry of Agriculture and Environment officially issued Environmental Permit No. 234/GPMT-BNNMT to Hoa Phu – Hoa Binh Company Limited. The issuance of the permit marks an important legal milestone, confirming the project's compliance with environmental protection requirements for the Investment Project for the Construction and Operation of Infrastructure of Phu Son Industrial Park, located in Luong Son Commune and Lien Son Commune, Phu Tho Province.

Phu Son Industrial Park has a total planned area of 213.684329 hectares, with development divided into two clearly defined phases. Of this, 103.92754 hectares of infrastructure has been completed, while the remaining 109.756789 hectares is being developed and expanded.

In terms of environmental management, the project is classified as equivalent to a Group A project under the Law on Public Investment and falls under Group I under the Law on Environmental Protection. The environmental permit is valid for seven years, from August 22, 2026 to August 21, 2033.

Attracting 52 Industry Groups with a Focus on Sustainable Development

Under the environmental permit, Phu Son Industrial Park is eligible to accommodate 52 industry groups, with a focus on high-value-added sectors, modern technologies and environmentally responsible manufacturing.

The approved industries include food processing, beverage production, electronics, electrical equipment, machinery, transportation equipment and vehicles, as well as pharmaceuticals, chemicals, rubber and plastics, metal products, wood processing, textiles and apparel.

All secondary investment projects attracted to the industrial park are required to comply with Decision No. 555/QD-UBND dated March 3, 2026, issued by the People's Committee of Phu Tho Province. The decision sets out the list of investment projects that are encouraged, restricted or prohibited during the 2026–2030 period, helping minimize potential environmental risks from the project selection stage.

This approach provides investors with greater clarity regarding the types of manufacturing activities that can be developed within the industrial park while supporting the long-term goal of sustainable industrial development.

Centralized Wastewater Treatment Infrastructure Aligned with ESG Standards

In response to the growing importance of Environmental, Social and Governance (ESG) principles in global investment decisions, Phu Son Industrial Park has invested in a comprehensive environmental infrastructure system.

The Phase 1 centralized wastewater treatment plant has a treatment capacity of 1,700 m³/day, utilizing a combination of mechanical, physicochemical and biological treatment technologies.

The treatment process consists of multiple stages, including screening, oil and grease separation, equalization, coagulation and flocculation, physicochemical sedimentation, anoxic and aerobic biological treatment, biological sedimentation, pressure filtration and disinfection.

The environmental permit establishes a clear roadmap for wastewater discharge standards. The system is required to meet QCVN 40:2011/BTNMT – Column A, with coefficients Kq = 0.9 and Kf = 0.9, through December 31, 2031. From January 1, 2032, the wastewater treatment system must comply with the more stringent QCVN 40:2025/BTNMT – Column A standard.

The centralized wastewater treatment plant will undergo a six-month trial operation, following which an assessment report on treatment effectiveness will be submitted to the Ministry of Agriculture and Environment within 20 days prior to the end of the trial period, in accordance with the permit requirements.

24/7 Automatic Monitoring and Comprehensive Environmental Risk Control

To strengthen environmental risk management, Phu Son Industrial Park is equipped with a continuous 24/7 automatic wastewater monitoring system designed to monitor key parameters, including flow rate, temperature, pH, COD, TSS and ammonia.

The system is also equipped with an automatic sampling device and surveillance cameras, with monitoring data transmitted directly to the Department of Agriculture and Environment of Phu Tho Province.

The industrial park has also developed an emergency wastewater containment pond with a capacity of 5,100 m³, enabling wastewater that fails to meet required standards to be temporarily collected and re-treated.

In addition, the project applies a connection valve lock mechanism to secondary enterprises that violate wastewater discharge requirements, helping ensure that environmental compliance is maintained throughout the industrial park.

The project also implements strict management measures for different types of waste generated during operations, including approximately:

  • 1,659 kg/year of hazardous waste

  • 300,358.5 kg/year of industrial waste subject to control

  • 196,937 kg/year of conventional industrial solid waste

  • 9.235 tonnes/year of domestic solid waste

Noise and vibration are also controlled through the installation of anti-vibration pads and regular maintenance of machinery and equipment.

A Safe Legal and Environmental Foundation for FDI Investors

In the next development phase, Phu Son Industrial Park will continue to complete the remaining 109.76 hectares of infrastructure.

The project plans to install additional clean water supply modules with a capacity of 7,500 m³/day, increasing the total water supply capacity to 10,000 m³/day.

At the same time, centralized wastewater treatment modules No. 2 and No. 3 will be developed, increasing the industrial park's total centralized wastewater treatment capacity to 5,100 m³/day.

The official issuance of Environmental Permit No. 234/GPMT-BNNMT represents more than a legal requirement for environmental operation. It demonstrates the project's commitment to developing a modern industrial infrastructure system with a strong foundation for environmental compliance and sustainable development.
